This is a cinematic resource, or trope, meaning the end of a scene by steadily and quickly reducing the image brightness until the entire screen is flat black. This transition indicates the end of a scene or sequence, or it is used to create a dramatic effect. 

In RPGs, we call it Fade To Black scenes where the GM or the players pauses the role-playing with a little drama or that “ellipsis” in the narrative, to indicate “yeah, we know what happens next, but it doesn’t need to be so graphic, hence, Fade To Black”.
